Prepare now, but label the legislative status accurately. An April 2026 government response anticipated commencement in spring 2027. More recent government guidance was published on 19 October 2026, and draft Consumer Subscription Contracts regulations specify 1 January 2027. The reviewed instrument is a draft: this briefing does not treat the proposed date as proof that final approval and all commencement steps are complete. The published package addresses consumer subscription information, reminders, cancellation, cooling-off and refunds. It concerns business-to-consumer subscription contracts; it should not be presented as automatically giving an HVAC business equivalent cancellation rights under its business-to-business AI-agency retainer. What should a boiler-service-plan seller ask its agency to build?
First have each plan classified against the final rules and exclusions. Do not assume that every monthly payment arrangement has identical treatment.
Then commission a versioned workflow capable of recording:
- Contract date, terms and sign-up channel.
- Trial, introductory-price and renewal events.
- Required information and notice delivery.
- Cancellation requests, including those made through the AI receptionist.
- Cooling-off and refund assessments.
- Human review of disputed or ambiguous requests.
Recommended stress test: a customer says they want to cancel, declines a retention offer, and repeats the request. The system should not keep selling, conceal the request or mark the customer as retained without confirmation.
Buying implication: require a change allowance for final regulations and guidance. Avoid paying for a rigid workflow built around an outdated commencement assumption.
